Two more people have been arrested in connection with a theft at Heathrow Airport in which 21 people sustained injuries by what is thought to be pepper spray, according to law enforcement.

A man, 24, was arrested in the Lambeth area for suspected robbery and assault and a 23-year-old woman was detained on suspicion of conspiring to commit a robbery. They both are still being held, authorities confirmed.

The arrests come after an investigation into an attack at the multi-level parking garage at Terminal 3 on Sunday. Before the attack, a pair of female travelers had stolen from them their luggage upon exiting a parking garage elevator.

A three-year-old girl was among the injured during the incident. A total of five individuals went to hospital for medical care and were later released.

Officers detained a 31-year-old man for suspected theft and assault near the location. He has since been released under investigation while inquiries continue.

Authorities were alerted at approximately 8:10 in the morning GMT after reports came in regarding several individuals injured by a noxious substance believed to be an irritant spray.

The assault - an event that authorities stated was a standalone incident and not being treated as terrorism - resulted in train delays and the partial closure of the Central Terminal Area tunnel and the Terminal 3 parking facility for a short time.
